This sounds like a "Web Portal" to me, how very late 1990's. I remember sitting in meetings in 2001 listening to colleagues insist we had to create a web portal now (which was post dot-com bubble so there was a big red flag) - with hindsight my skepticism was justified since the powerhouse that is Google didn't launch iGoogle (known then as Google IG) until 2005.
iGoogle isn't a bad idea if you commit to using a single suite of resources/products/tools. If you were starting out or starting afresh it would make a lot of sense ... though ... the idea of "Big Brother" raises its head again as well.
